There is a single application for all programs in MNsure

Whether you qualify for Medical Assistance, MinnesotaCare, or a Qualified Health Plan, you can apply through MNsure.org by filling out an application for health insurance with financial assistance. To see which program you may qualify for, click here.

Enrollment periods differ depending on which program you qualify for

If you are eligible for a public program such as MinnesotaCare or Medical Assistance, you are able to apply any time throughout the year. If you or your family don’t meet the income requirements for a public program and don’t qualify for insurance through your employer, then you will be eligible for a Qualified Health Plan (QHP) through the MNsure marketplace. QHP enrollment takes place once a year, and allows you to sign up for insurance starting for the 1st of January. This year, MNsure’s Open Enrollment Period (OEP) takes place from November 1st 2023 to January 15th, 2024.

MNsure is the only place where Minnesotans can qualify for tax credits

When you apply through MNsure and qualify for a QHP, you are eligible for cost-savings in the form of Advanced Premium Tax Credits (APTC) and Cost-Sharing Reductions (CSRs). MNsure is the only place where you can qualify for these savings. In 2019, 60% of QHP enrollees qualified for tax credits, saving them an average of $5,500 annually on their health insurance.

Premium rates for 2024 have decreased on average

Premium rates vary depending on where you live, what you qualify for, and what type of plan you choose. This year, plans are being offered through Medica, Blue Cross Blue Shield, Ucare, and HealthPartners. Rates for this year’s MNsure marketplace have on average stayed steady or decreased since last year. You can estimate what you might pay by going to MNsure’s new Shop and Compare Tool.
